You can say, truthfully, that "the country as a whole is in fact experiencing an increase in poverty" because you are talking about the epidemiology aggregate number. I can say, just as truthfully, that the entire epidemiology nation is not experiencing an increase in poverty because most states (43 of them) did not see an increase in poverty rate. epidemiology I think that ought to be a crucial part of any analysis of the trend.
