Perhaps because thats when Bush took office. How else do you propose to evaluate the trend in the nation since he took office? This sorta reminds me of how, at the heights of the dotcom boom, Republicans were calling jacob vargas it the "Bush recovery," implying that it was all the result of Bush, Sr. policies. Now the shoe's on the other foot and I suppose they'll blame anybody for the current state of affairs. But to some extent, I don't know if economic cycles can be thought of beginning and ending in discrete chronological periods.
