There isn't a single fact adduced to back up this rather ludicrous charge. There is simply no relationship established -- and, in fact, the author doesn't even attempt to show that there's a connection; all he does naming consultants is quote one NO official as saying "It appears that the money has been moved in the president’s budget to handle homeland security and naming consultants the war in Iraq."
