Above. I pointed out to you gabe jeffrey that the current poverty rate (12.7%) is well below the historical average rate (14.2%). You would have me believe that we're going to hell in a handbasket, but that just ain't so. That is not to say that the folks who are poor aren't having a rough time; clearly they are. It's not to say that the Bush presidency has been good for the economy; clearly it has not. It's not to say that there shouldn't be policy changes to try and alleviate poverty; clearly there ought to be changes. But the situation is not all doom and gloom, no matter how you try to present the numbers to show that it is.
