As anyone can see, the rate at the beginning of mp3 the chart is the highest at over 20%. (This chart, I believe, is for individual rates, not the family rates I cite in my other post. In any case, they track each other very well.) By the end of the 70's it has fallen to below 15. Since 1970, despite very good economic performance the poverty rate has basically been static, hovering between 15 and 10.
