I noted above that, although the overall trend of poverty has been downward over a half century, there have been a few lengthy periods where the poverty rate has increased. Obviously we are in one of those periods now, but there was also a four-year period (1990-1993) and a five-year period (1979-1983) when circumstances were similar. |
