The date for the beginning of the project is not the date for the birth of the Snakes. Kojima is known for being vague. And as far as all the Snakes being born at the same time, how does this account for Solidus' obviously older appearance than Solid Snake in the events of Metal Gear Solid 2? He is obviously older, meaning that he was born prior to Liquid and Solid.
