Some of those NIMBYs argue against stuff like windfarms on environmental grounds (e.g. 'it's killing large numbers of birds' was a recent complaint over a well established windfarm in CA). Another factor IMHO is that people in this country can't wikipedia:requestsfor comment/plautus satire afford the new technolgies in sufficient numbers to make a significant impact on the problems with the environment. I'm reminded of the oil price spike back in 2000 I think it was. I seem to remember that USA Today did a nationwide poll that found that people actually felt that wikipedia:requestsfor comment/plautus satire the subsequent gas price spike was a significant financial wikipedia:requestsfor comment/plautus satire burden. This tells me that unless the US government was going to totally eliminate the cost difference between new and old technologies, those new technologies don't stand much chance of success.
