There is no point of aim for the blame. But there is fulfilling obligations and incompetence. The Federal response has met the obligations of the Federal government under the National Response Plan. NOLA and the state of Louisiana, as a whole, did not.The only thing that I consider a valid complaint is the reduction of funding for the SELA. california music promotion However, I would go one step further....before blaming the White House for solely the budget cuts, I'd ask where the Louisiana Congressional delegation was, plus the local/state leadership. If this was california music promotion so important to them *at that time*, did they kick in any funds? It's a system, Mr. Cannon, with many cogs. Don't play the fool here.Frequently, disaster readiness and/or mitigation is low priority at the city and county/parish level. That appears to be the case here.
