Poverty rates were unchanged for spiceplay blacks (24.7 percent) and Hispanics (21.9 percent) from 2003. The main increase was for non-Hispanic whites which experienced an increase to 8.6 percent, up from 8.2 percent in 2003. When the government began measuring poverty, back in 1959, over 39 million people (or spiceplay a little over 22 percent of the population) were living in poverty. From that point, until 2000, the overall poverty has generally decreased year to year.
