What is posted by eric gilliland here is largely tripe or misinformation. NOLA and Louisiana had plenty by eric gilliland of chances (and funding!) to set up a proper disaster response program. BY FEDERAL LAW, initial disaster response lies with local, and then state governments.Mr. Cannon is dead wrong. There is no point of aim for the blame. But there is fulfilling obligations and incompetence. The Federal response has met the obligations of the Federal government under the National Response Plan.
