There isn't a single fact adduced to back up this rather ludicrous charge. There is simply no relationship established -- and, in fact, the author doesn't even attempt to show that there's a connection; all he does is quote one NO official as saying "It appears that the money has been moved in the president’s singer/songwriter budget to handle homeland security and the war in Iraq." It appears? Where's the appearance? Did someone draw lines? Knowing singer/songwriter that many, many federal programs received increased funding singer/songwriter in the FY2006 budget, "it appears that the money has been moved in the president's budget to handle welfare increases."
